Scotland's government wrongly withheld evidence from a 2021 probe into Nicola Sturgeon, an official ruling found.
The Scottish Information Commissioner, David Hamilton, ruled on November 27, 2025, that the Scottish Government wrongfully withheld some evidence from a freedom of information request about the 2021 probe into whether former First Minister Nicola Sturgeon breached the ministerial code in handling harassment allegations against Alex Salmond.
The commissioner found the government misinterpreted the request and improperly applied exemptions, calling the failure “particularly disappointing” despite no evidence of wrongdoing.
While no enforcement action was taken this time, the ruling requires the government to reconsider withholding further documents, following a prior court rejection of its arguments.
