The Rome Process/Mattei Plan Financing Facility held its first in-person meeting in Rabat, approving a 2026 work plan to secure nearly €100 million in commitments, expected to leverage over €550 million in co-financing from the African Development Bank.
Backed by Italy and the UAE with an initial €158 million, the facility supports climate-aligned infrastructure in energy, transport, and water to promote inclusive growth and address root causes of migration.
Early projects include a €17 million loan for an agricultural initiative in Angola and a €6 million grant for a water and sanitation program in Ethiopia’s Borana region, both aimed at improving food security, climate resilience, and women’s participation.
The facility operates through concessional loans, grants, and technical assistance, managed by the African Development Bank.
