Australia has passed its long-awaited integrity bill to reform the international education sector, introducing stricter oversight and transparency measures.
Key changes include requiring providers to serve domestic students for two years before offering courses overseas, banning commissions for student transfers, and canceling registration for providers that fail to deliver international courses for 12 consecutive months.
The legislation strengthens "fit and proper" criteria, mandates TEQSA authorization for offshore delivery, and grants the government new powers to act on public interest or quality concerns.
