A former Surrey finance clerk is charged in connection with a $2.5 million city fund theft.

Sunny Catlin, a 40-year-old former City of Surrey finance clerk, has been charged with fraud, theft, breach of trust, and forgery in connection with an alleged $2.5 million theft from city funds. The RCMP’s economic crimes unit investigated after internal financial irregularities were reported, uncovering that Catlin allegedly manipulated city systems over several years to issue unauthorized cheques and create fraudulent documents. The BC Prosecution Service approved the charges on November 18, 2025, and Catlin is scheduled to appear in court on December 2. The city confirmed it is cooperating with law enforcement and conducting internal reviews.
