Florida Governor Ron DeSantis has unveiled a legislative package aimed at cracking down on puppy mills and improving animal welfare, proposing breeder licensing, a statewide abuse hotline, stricter penalties for cruelty—especially when minors are present—and requirements for pet stores to prioritize shelter adoptions.
The plan, developed with state agencies, also calls for a public registry of violators, enhanced enforcement, and better consumer protections, following years of stalled efforts.
The proposals are set for consideration in the January 2026 legislative session.
