New Zealand has launched a one-stop consenting authority led by Christchurch City Council to speed up approvals for large standalone supermarkets, aiming to boost competition in a market dominated by Foodstuffs and Woolworths.
The initiative, part of broader reforms, targets non-Regulated Grocery Retailers and projects under the Fast-track Approvals Act, reducing approval times by half and simplifying the process across up to 66 councils.
It covers new stores of at least 500 square meters and certain major renovations but excludes mixed-use developments, mall projects, and fitouts.
The program is designed to support new market entrants and improve consumer choice and pricing.
