A Supreme Court panel recommends creating a tiger reserve in Goa, linking it to Karnataka’s Kali Reserve, but Goa opposes the plan.
A Supreme Court-appointed panel has recommended establishing a tiger reserve in Goa in two phases, proposing core areas in Netravali and Cotigao Wildlife Sanctuaries and a buffer zone in Bhagwan Mahavir Sanctuary, to link with Karnataka’s Kali Tiger Reserve.
The plan, based on field assessments and stakeholder input, excludes densely populated areas from the first phase due to the need for community consultations and livelihood planning.
The panel stressed that designation does not require forced relocation and urged Goa to begin the notification process within three months, develop a Tiger Conservation Plan, and enhance habitat connectivity and prey base.
The state opposes the move, citing a population of around 100,000 and claims tigers only pass through.
The report will be reviewed by the Supreme Court on December 15, 2025.
