Oregon allows temporary fossil fuel imports by truck/rail during pipeline shutdown, easing clean fuel rules from Nov 24–Dec 1, 2025.
The Oregon Environmental Quality Commission has approved a temporary variance allowing fossil fuel imports via truck or rail during the Olympic Pipeline shutdown, effective November 24 to December 1, 2025.
The measure waives certain Clean Fuels and Climate Protection Program requirements, raising the import threshold for non-regulated suppliers from 500,000 to five million gallons and exempting direct deliveries to stations, fleets, and truck stops.
Emissions from alternative deliveries are exempt from compliance, and such fuel imports won’t trigger regulatory applicability for non-regulated suppliers.
Suppliers must report additional volumes within 45 days after the variance ends, and the DEQ Director may adjust the measure if needed.
