U.S. proposes Ukraine peace plan sparking controversy over its origin and terms.
U.S. Secretary of State Marco Rubio announced a 28-point peace proposal for Ukraine, claiming it was authored by the United States and based on input from both Russia and Ukraine, aiming to serve as a negotiation framework.
However, multiple U.S. senators, including Mike Rounds and Angus King, disputed this, saying Rubio told them the plan was a Russian “wish list” not reflecting U.S. policy.
