The U.S. Army Corps replaced the Line 5 tunnel plan with horizontal drilling, citing new data, prompting environmental backlash.
The U.S. Army Corps of Engineers has introduced horizontal directional drilling as a new replacement option for the Line 5 pipeline under the Straits of Mackinac, shifting from the previously planned concrete tunnel.
The change, based on updated technical data from Enbridge, allows for a narrower borehole and comes without a public press release, sparking criticism from environmental groups who call it a “bait and switch.” The Corps released a supplemental environmental impact statement on Nov. 12, opening public comments through Dec. 5, and delayed its final decision until spring 2026.
Enbridge says it still supports the tunnel and did not propose the drilling alternative.
