Tamil Nadu has submitted final guidelines to the Madras High Court for regulating large political gatherings, following a September 2024 stampede in Karur that killed 41 people.
The rules, effective for events with 5,000 or more attendees, require organizers to ensure safety, limit public arrival to two hours before events, and submit detailed applications at least 10 days in advance.
Roadshows must not exceed three hours, and organizers are responsible for crowd control, emergency access, and accommodations for vulnerable groups.
The court will revisit the matter on November 27.
