New Zealand’s tough gang laws, enacted in 2024, are linked to a 38,000-drop in serious violent crime victims between August 2024 and August 2025, nearly double the government’s 2029 target, according to the Crime and Victims Survey.
The Justice Ministry attributes the decline to the Gangs Act, which bans public display of gang insignia and expands police powers to disrupt gang activity, resulting in 856 charges.
Officials say the laws have reduced gang intimidation and improved public safety, despite gang members comprising less than 0.25% of adults yet being tied to about 18% of serious violent crime.
While progress is noted, authorities acknowledge crime remains too high and are considering new targets for 2026.
