Virginia ends emergency food aid, ending unique SNAP replacement program as of Nov. 19, 2025.
Governor Glenn Youngkin has ended Virginia’s state of emergency, rescinding Executive Order 54, which had provided temporary SNAP replacement benefits during a federal shutdown that disrupted food assistance.
The move, effective November 19, 2025, concludes Virginia’s unique emergency response, the only state to offer such aid using budget surpluses from strong economic growth.
The state’s agencies worked to maintain food security for eligible residents during the funding lapse, with Youngkin praising their efforts and reaffirming the state’s commitment to protecting vulnerable populations.
