The Montana Public Service Commission has approved a partial rate increase for NorthWestern Energy, allowing about $19 million in additional recovery for the Yellowstone County Generating Station, primarily covering costs from a 2023 construction halt due to a legal challenge over the plant’s air permit.
The commission rejected most of the utility’s $289 million request, citing inadequate evaluation of lower-cost alternatives and flaws in planning.
Four of five commissioners supported the decision, while Commissioner Annie Bukacek dissented, calling the denial excessive.
The PSC also accepted NorthWestern’s Power Costs and Credits Adjustment Mechanism, though staff noted ongoing structural concerns.
The final outcome is expected to save customers about $43 million compared to the original request, balancing energy reliability with affordability.
