Israel’s Knesset advanced a bill on November 20, 2025, in its first reading that would cut off UNRWA’s access to water, electricity, and sewage services in Israel and allow the government to reclaim land used by the agency.
The bill, supported by 28 lawmakers, follows Israel’s 2024 decision to end cooperation with UNRWA, citing alleged staff ties to Hamas after the October 7 attacks.
While a UN review found neutrality concerns, it lacked evidence of widespread staff involvement with terrorist groups.
The U.S. also reported UNRWA obstructed a probe into staff links.
Despite these claims, the International Court of Justice ordered Israel to allow humanitarian aid through UNRWA.
The bill now moves to a committee for further review.
