Iowa seeks public input on new education rules, including fetal visuals in classrooms and removing gender identity as a protected class, set to take effect Jan. 14.
The Iowa Board of Education is seeking public input on proposed rules implementing two 2025 state laws.
One requires grades 5–12 human growth and development classes to include visuals of prenatal development from fertilization, excluding materials from organizations that perform or promote abortions.
The other expands the list of federally recognized accrediting agencies allowed to oversee public colleges, protecting institutions from penalties for following state law.
Public hearings are set for December 30, with final rules pending.
Critics warn the fetal development mandate may promote anti-abortion messaging and include inaccurate information.
Separate rules also remove gender identity as a protected class under state civil rights law and empower the Department of Health and Human Services to investigate student abuse by school-affiliated individuals, requiring termination if misconduct is found.
The rules take effect January 14.
