India’s railways won’t be fully privatized, despite some private involvement in limited areas.
Indian Railways remains a non-privatizable strategic sector, according to former Railway Board Member M. Jamshed, who stated that successive ministers have consistently ruled out full privatization in Parliament.
While limited private participation is allowed in areas like station redevelopment and rolling stock, the railways’ dual role in commercial operations and public service—such as subsidizing passenger losses with freight revenue—prevents full privatization.
Jamshed highlighted major progress, including budget increases to ₹2.5 lakh crore and capital expenditure rising to ₹17 lakh crore, with freight movement surpassing 12,000 million tonnes.
