West Virginia State Treasurer Larry Pack has unveiled his 2026 legislative agenda, focusing on expanding the Hope Scholarship to all K–12 students statewide by 2026–2027 and preserving its universal eligibility.
He urged lawmakers to maintain the program’s current structure, which is projected to cost $244.6 million next year, and to raise teacher pay to a minimum of $50,000 with additional $2,000 raises for those already earning that amount.
Pack also called for eliminating the state income tax on tips and overtime, citing a potential $75 million in tax relief over three years, and proposed consumer protection measures for unclaimed property, term limits for the Board of Public Works, and reforms to outdated school funding formulas.
He emphasized the state’s strong fiscal position and urged a special session before year-end to advance these priorities.
