UK savers paid £102M in penalties for misusing Lifetime ISAs, mostly for non-qualifying withdrawals.
In the 2024-25 tax year, HMRC collected £102 million in penalties from 129,200 UK Lifetime ISA savers who withdrew funds for non-qualifying reasons, up from £75 million the previous year.
The 25% penalty—equal to losing both the government bonus and part of personal contributions—averaged £790 per person, with some facing fines over £13,500.
The scheme, designed for first-home purchases under £450,000 or retirement, saw only 87,000 of 1.6 million active accounts used for homes, while many were penalized for exceeding the price cap or withdrawing early.
