The UK's IPPR urges major council tax reforms to boost fairness and raise £4B, targeting high-value homes.
The Institute for Public Policy Research (IPPR) has urged the UK government to overhaul council tax, proposing a 100% increase for homes in band H (over £1.5 million), a 50% rise for bands F and G, and cuts for lower bands A to D. The plan could raise nearly £4 billion, with £1 billion used to reduce average bills by £45 for 80% of households.
The think tank argues the current system, based on outdated valuations, is unfair, with lower-income homeowners often paying a higher share of income in taxes than wealthier residents.
It also recommends raising the foreign buyer surcharge to 6% and calls for a full revaluation of council tax bands by the end of the current Parliament.
The reforms aim to ease the cost of living, support local services, and create a more equitable tax system.
The Treasury said the chancellor will balance funding for public services with economic growth in the upcoming budget.
