A 2025 Gallup survey finds that 40% of U.S. women aged 15 to 44 would consider permanent emigration, a record high and more than double the 19% of young men in the same group, creating the widest gender gap ever recorded in Gallup’s global migration tracking.
The trend, which began rising after 2016 and has continued through recent administrations, reflects growing disillusionment among younger women with national institutions, political leadership, and social developments, including the 2022 Dobbs decision on abortion rights.
Canada is the top preferred destination, followed by New Zealand, Italy, and Japan.
While the data shows aspirations, not plans, the shift marks a significant divergence from both younger men and women in other developed nations, where migration desires have remained stable.
