Starting January 2026, Philadelphia will charge a 10-cent fee for single-use paper bags at retail stores, following a City Council vote that bypassed Mayor Cherelle Parker’s non-signature.
The law, aimed at reducing waste and litter, allows retailers to keep the fee and exempts bags for perishable goods, takeout, and deliveries.
Though Parker raised concerns about impacts on low-income residents and small businesses, the measure passed with 10 votes—short of the 12 needed to override a veto.
The fee applies to bags used at checkout, not those for takeout or delivery, and follows a 2021 plastic bag ban that increased paper bag use.
