Royal Mail delays second-class mail changes to 2026 after fines and performance issues.
Royal Mail is delaying its planned overhaul of second-class mail services, including the removal of Saturday deliveries, until early 2026, despite regulatory approval in July.
The change, currently being tested in 35 delivery offices, involves shifting second-class mail to every other weekday.
The delay follows a £21 million fine from Ofcom for missed delivery targets in 2024/25, prompting revised performance standards, including a new backstop requiring 99% of mail to arrive no more than two days late.
Royal Mail reported a 1.5% revenue increase to £3.98 billion in the first half of 2025, driven by parcel growth, while preparing for the holiday season with 20,000 temporary workers, 7,000 additional vans, and four new seasonal sorting centers.
