Ontario court rules online gaming platforms can offer peer-to-peer games to international players.
The Ontario Court of Appeal has ruled that the province can legally allow its regulated online gaming platforms to offer peer-to-peer games, such as poker and fantasy sports, to players outside Canada, interpreting the federal Criminal Code as permitting such cross-border activity.
The decision, issued on November 12, 2025, follows a 2024 request from Premier Doug Ford’s government and is supported by four of five judges.
While the ruling could boost revenue and expand access, it has drawn opposition from lottery agencies in other provinces concerned about illegal gambling and jurisdictional conflicts.
The Ontario Ministry of the Attorney General declined comment amid a possible appeal to the Supreme Court of Canada.
