A Dallas businessman, Kyle Bass, has sued the Neches & Trinity Valleys Groundwater Conservation District over delays in approving 43 high-capacity well permits in East Texas, arguing the project to assess the Carrizo-Wilcox Aquifer is in an early exploration phase.
The district voided the company’s application completeness after a settlement with Wayne-Sanderson Farms LLC, which opposes large water withdrawals, leading to a court order blocking approvals for withdrawals over 3,000 acre-feet until further study.
Bass claims this violates his legal rights and has requested a hearing by November 14, 2025.
The groundwater district has not commented.
