India's Railways deny MP's claim that special trains moved voters to Bihar, calling them routine festival-era services.
The Ministry of Railways denied claims by Rajya Sabha MP Kapil Sibal that four special trains from Haryana on November 3, 2025, were used to transport voters to Bihar for electoral purposes, stating they were unscheduled services deployed to manage unexpected passenger surges during the festival season.
The ministry said such trains are routinely deployed, with about 2,000 unscheduled services operating nationwide, supported by war rooms at multiple levels.
Sibal questioned the timing and purpose of the trains, which carried around 6,000 people from Karnal and Gurugram to Bihar, suggesting possible political motives.
The first phase of Bihar’s assembly elections concluded with a record 64.66% voter turnout, and the second phase was held on November 11, with results set for November 14.
