The delays stem from enforcement of the 2021 Uyghur Forced Labor Prevention Act, which scrutinizes shipments linked to China’s Xinjiang region.
Qcells denies using forced labor or Chinese-sourced materials, stating its supply chain is outside China and audited independently.
While some shipments have cleared, ongoing inspections have disrupted production.
The company says it expects to resume full operations soon and remains committed to building a domestic solar supply chain in the U.S., with workers retaining full benefits during furloughs.
