Global forced displacement fell to 117 million in 2025, but returns to Syria and Afghanistan raise concerns over safety and funding gaps.
UNHCR Chief Filippo Grandi, in his final UN General Assembly address, reported a decline in global forced displacement from 123 million in 2024 to about 117 million in 2025, mainly due to returns to Syria and Afghanistan.
He cautioned that not all returns are voluntary, especially in Afghanistan, where returning refugees face human rights abuses.
Grandi urged increased international funding, warning of a $1.3 billion shortfall, and called for early, flexible donor commitments to support humanitarian operations and long-term recovery in conflict-affected regions like Gaza, Sudan, Ukraine, and Myanmar.
