He previously held senior roles in Queensland government, including under treasurer, stepping down in 2020 amid controversy over his appointment, which involved then-deputy premier Jackie Trad. A 2025 Crime and Corruption Commission report found no wrongdoing by Carroll but criticized Trad’s conduct, which she denied; no charges were filed.
