The FBI, which monitored the suspects for weeks, seized AR-15-style rifles, handguns, ammunition, tactical gear, and multiple phones during raids on homes, a family auto shop, and a storage unit.
Two minors were also involved in the plot.
Ali and Mahmoud appeared in court and remain in custody ahead of a Nov. 10 hearing.
The FBI confirmed the suspects visited Cedar Point during Halloween hours and cooperated with the investigation.
