Over 50 warnings about former headteacher Neil Foden’s misconduct were ignored, enabling years of sexual abuse of teenage girls.
A child practice review by the North Wales Safeguarding Board has found over 50 instances where concerns about former headteacher Neil Foden were raised but not properly addressed, allowing him to sexually abuse teenage girls over several years.
Despite warnings dating back to 2019 about one-on-one meetings with female students, no effective action was taken due to poor training, inadequate record-keeping, and a failure to recognize grooming behaviors.
Foden, described as a “skilled manipulator,” exploited his authority, with staff often dismissing concerns as potential false allegations.
He was convicted in July 2024 of 19 sexual offences involving four girls and sentenced to 17 years in prison.
Welsh Education Secretary Lynne Neagle called the findings “sobering and shocking,” expressing deep regret and pledging reforms to prevent future failures.
