Kentucky advances bill to ban most handheld phone use while driving, inspired by a mother’s tragedy and aiming for safer roads.
Kentucky lawmakers are advancing the Phone Down Kentucky Act, a hands-free driving bill introduced by Sen. Jimmy Higdon, to ban most handheld phone use while driving, expanding current texting restrictions.
The legislation, pushed by Alyssa Burns after her 2-year-old daughter Camberleigh died in a 2022 crash caused by a distracted driver, aims to reduce accidents linked to phone use.
The bill would impose a $100 fine for violations, allow exceptions for emergencies and navigation, and require officers to observe a violation before issuing a ticket.
It is expected to be formally filed ahead of the January 2026 legislative session and would align Kentucky with 29 other states that have similar laws.
