New Zealand’s Fast-track Bill speeds supermarket approvals to cut delays, boost competition, and lower prices.
New Zealand has introduced the Fast-track Approvals Amendment Bill to speed up supermarket approvals, cutting years-long delays to boost competition and lower grocery prices.
The bill allows qualifying projects—especially new entrants and underrepresented formats like supercentres—to bypass local consent processes and be reviewed by a minister-appointed expert panel, potentially reducing approval times by up to six weeks.
Projects must align with a new Government Policy Statement focused on serving underserved areas, particularly in regional and rural communities.
The change aims to break down barriers from restrictive zoning and slow approvals, supporting new market entrants and improving consumer choice.
The bill, which includes technical corrections to existing rules, will be reviewed by the Environment Select Committee after its first reading on 6 November, with a goal of passing before year-end.
Four projects have already received consent under the current system, and 24 more are in progress.
