Chow, a former leader of the disbanded Hong Kong Alliance, faces up to life in prison for allegedly inciting subversion through organizing annual Tiananmen Square vigils, which were banned in 2020.
She argued the indictment was too vague, but the government-appointed three-judge panel ruled against her, citing actions violating the Chinese constitution’s affirmation of Communist Party leadership.
The trial is set for January 22.
The vigil, once a major public event, has been replaced by a government-sanctioned carnival.
Human rights groups criticize the prosecution as a suppression of free expression, while Hong Kong authorities say the national security law restored stability.
