The Trump administration canceled a $15 million U.S. aid program in northern Uganda’s Palabek Refugee Settlement, halting a "Graduation Approach" initiative that promised nearly 3,500 refugees and host community members a $205 cash grant and business coaching to achieve self-sufficiency.
The abrupt termination, cited as misaligned with U.S. national interests, left participants devastated, forced AVSI Foundation to lay off 140 local staff, and triggered rising despair, increased violence, and emotional tolls in the settlement.
