Prosecutors say they manipulated requests for proposals to favor Hewitt’s company, Sustainability Partners LP, resulting in single-bid contracts for groundwater metering and park lighting projects, with investigators finding near-identical language between public documents and the company’s templates.
All three deny the charges, calling them a mischaracterization of legitimate operations, and were released on $30,000 bonds.
The case remains under investigation.
