Martin was laid off and rehired days later, cashing out leave and termination pay, with the court citing knowledge transfer as justification despite violating its own two-week overlap rule.
The court defended the move, saying it was reviewed by the Department of Administrative Services, but did not address claims of improper influence or a whistleblower’s allegation that Martin sought the layoff for financial gain.
Two justices were absent during the transition, and one is on administrative leave amid criminal charges.
Governor Kelly Ayotte said all branches must follow rules but declined to comment on potential investigations.
House Republicans pledged to pursue judicial reforms next year.
