Kyivstar is testing Starlink’s satellite phone service across most of Ukraine, enabling basic connectivity on standard phones without towers.
Kyivstar is expanding testing of SpaceX’s Starlink Direct to Cell technology across most of Ukraine, excluding active combat zones and occupied areas, with approval from the National Commission for Electronic Communications.
The service, using Kyivstar’s licensed frequencies, allows standard 4G phones to send SMS and use OTT apps via satellites without ground infrastructure, initially at no extra cost.
Testing began in October 2025 and aims to enhance connectivity in remote, mountainous, and disaster-affected regions, supporting emergency services and critical operations.
The company plans nationwide rollout by year-end, with future phases expected to add voice calls and mobile internet.
The initiative is part of a broader $1 billion telecom investment through 2027.
