A $31 million redevelopment plan aims to convert a vacant, historic 1872 industrial building in Binghamton into 50 energy-efficient apartments, preserving its exterior while addressing contamination.
Led by Regan Development Corporation with support from city and county officials, the project follows the collapse of a prior plan in 2018.
State funding has been secured for cleanup, with additional support sought through the state’s Homes and Community office.
The proposal will be reviewed by the city planning commission, with construction targeted to start by summer 2026.
