The Columbiana County Educational Service Center will cancel its $2,000 annual insurance opt-out stipend for employees starting January 1, 2026, after learning its membership in the Stark County Schools Council of Governments prohibits such payments.
The stipend, approved in October 2024, was to be paid in two installments to workers who declined health coverage.
The board rescinded the plan following COG policy guidance.
