A 19-year-old man, Jalen Thomas, has been arrested in Memphis and charged with first-degree murder in the April 11 shooting death of 2-year-old Jamarion Payne in Orange Mound.
The toddler was killed by a stray bullet while playing outside with his uncle.
Thomas also faces charges including attempted first-degree murder, reckless endangerment with a deadly weapon, and using a firearm to commit a felony.
The arrest was made by the Memphis Safe Task Force in a coordinated operation on October 28, 2025.
Two other individuals have been indicted in the case, one already in custody.
The incident has reignited concerns about gun violence and stray bullets in the community.
