On November 3, families across Worcestershire and 91 other areas in England and Scotland will join the Every Pair Tells a Story campaign, displaying empty children’s shoes outside council buildings to highlight failures in support for children with special educational needs and disabilities.
The event, organized by The SEND Sanctuary UK and partners, calls for systemic reform amid rising demand, with over 6,000 children in Worcestershire now having Education, Health and Care Plans—up 55% since 2019—and lengthy delays in assessments exceeding the legal 20-week limit.
The protest follows a London rally and aims to demand accountability, timely support, and inclusion, with donated shoes to be given to local charities.
