Norfolk City Council approved rezoning nearly 10 acres at Colonna’s Shipyard from multi-family to industrial use, 6-2, despite opposition from residents and community groups.
The decision, which includes dissent from Mayor Kenny Alexander and Council member John “J.P.” Paige, supports the 150-year-old shipyard’s expansion in the historically Black, working-class Berkley neighborhood.
Residents cited ongoing noise, dust, light pollution, and environmental injustice, criticizing the shipyard for poor community relations.
The shipyard, which employs about 750 people, plans to use the land for ship repair, maintenance, and steel fabrication.
Future development still requires additional city permits.
The rezoning follows two prior failed attempts to build multifamily housing on the site in 2007 and 2016.
