New Zealand’s government has approved a streamlined 20-month process for Auckland Council’s Plan Change 120, replacing the withdrawn Plan Change 78.
PC120 will maintain at least the same housing capacity while allowing higher density near transit hubs, including those served by the City Rail Link.
Public submissions will run from November 3 to December 19, 2025, followed by 2026 hearings by a nine-member panel, four appointed by ministers and five by the council.
Ministers require the panel to assess development barriers, ensure balanced housing distribution—including greenfield areas—and confirm all rapid transit stops are included.
The government rejected council requests to remove greenfield development from the expectations and will provide a 'friend of submitter' service to aid public engagement.
The plan must align with national urban development policies and support long-term growth and resilience.
