Monarch Enterprises, led by Paul Picknelly, has proposed a 15-story courthouse at 55 State St. in Springfield, adjacent to the aging Roderick L. Ireland Courthouse, as part of a state effort to modernize judicial facilities.
The design, by Finegold Alexander Architects, features a translucent glass art wall honoring Springfield’s history and aims to preserve downtown access and local businesses.
The project, one of 11 state submissions, would be built on a 1-acre site with no change to parking, using a 40-to-60-year leaseback model.
If approved, construction could begin within months, with occupancy targeted for 2030.
The state is expected to select a developer by March.
