A United Nations inquiry has concluded that Russia committed war crimes and crimes against humanity by systematically using drones to target civilians and infrastructure in southern Ukraine since July 2024, driving thousands from their homes through terror tactics.
The report, based on 226 interviews and hundreds of verified videos, documents deliberate attacks on homes, hospitals, schools, and first responders across Kherson, Dnipropetrovsk, and Mykolaiv regions, resulting in over 200 civilian deaths and 2,000 injuries.
It also details forced transfers of civilians, including adults and children, from occupied Zaporizhzhia, with some deported to Russia and Georgia under dangerous conditions.
The UN commission attributes these actions to Russian forces and authorities, calling them part of a coordinated policy of forcible transfer.
Russia denies targeting civilians and has not responded to the findings, which will be presented to the UN General Assembly.
