India's homebuyers group demands stronger enforcement of real estate laws to protect consumers.
A pan-India homebuyers’ group, FPCE, has urged India’s housing ministry to strengthen the Real Estate (Regulation and Development) Act, 2016, citing weak enforcement and consumer vulnerabilities.
In a letter to Minister Manohar Lal Khattar, the group called for mandatory disclosure of builders’ financial and legal dues across all entities before project registration, escrow account requirements for amenities, uniform refund policies, and limits on upfront payments.
It also demanded penalties for false declarations and a mechanism for compensation when promised facilities are not delivered.
FPCE urged the ministry to issue standard operating procedures to ensure consistent enforcement across state RERA authorities, warning that current gaps undermine buyer trust and allow unscrupulous developers to operate.
