A public inquiry into a $500 million cost overrun at Quebec’s SAAQ auto insurance board has concluded, with Commissioner Denis Gallant set to deliver findings and recommendations by February 13, 2026.
The probe followed a February 2025 auditor general report revealing mismanagement during the 2023 rollout of the SAAQclic online platform, which caused widespread delays and long lines at service centers.
Premier François Legault said he was unaware of the financial issues until after the report’s release.
The scandal led to the resignation of cybersecurity minister Éric Caire and prompted a separate anticorruption investigation into potential misconduct.
