Ghana launches free tertiary education for persons with disabilities, backed by $40 million and digital student loans.
On October 24, 2025, President John Dramani Mahama launched a free tertiary education program for persons with disabilities in Ghana, funded by GH₵40 million and administered through the digitalized Students Loan Trust Fund, eliminating tuition fees for eligible students.
The initiative, part of the broader “No Fees Stress” policy, includes plans to establish disability desks in all local assemblies, enforce a 5% employment quota in public and private sectors, distribute motorized wheelchairs, and modernize disability laws.
The government also pledged to build rehabilitation centers, improve accessibility, and create a national health database to support evidence-based policymaking.
