On October 22, 2025, the U.S. Senate Foreign Relations Committee unanimously approved three bipartisan bills targeting Russia, including one to designate Russia as a state sponsor of terrorism over the alleged abduction of nearly 20,000 Ukrainian children, a measure to redirect frozen Russian assets to support Ukraine, and legislation to sanction Chinese entities aiding Russia’s war effort.
